History of the toolkit

The enabling online resource began life in 2008. A willing 'volunteer' developed a 'toolkit' for HQN, and then we asked members of our Strategic Excellence Network to test it out.

Seven local authorities completed the toolkit and then met to discuss their experience. We updated the content and revised the structure in response to this feedback, and this website brings together the toolkit with additional information that the pilots felt would be helpful.
